Perché, da quando è stata introdotta la valutazione di stato della ricerca, si è fatto credere che l'università non deve essere autoreferenziale, ma rispondere ad esigenza esterne. Cioè non deve essere indipendente, ma lavorare su ordinazione, cioè ubbidire agli ordini. E i rettori e i professori si sono per lo più piegati.
