There functionally is no different between selling a widget and selling a job.
If its a lie, faked, or similar defrauding behavior, it should fall under the same laws.

Then filling from within...that vacancy went unfilled regardless of crew workload and the Mgr rcvd a big bonus for being under budget.
The ghost jobs I've seen were spots held open for politicians to keep them above water until they got re-elected. Other places simply keep an open application process to generate a list of qualified applicants.
